Pakistan's city water utilities use a metered slab systemwhere the per-cubic-metre rate rises as consumption crosses each threshold. Unlike electricity where one expensive month raises only that bill, most WASAs also charge a minimum fixed amount per month to cover maintenance costs regardless of how little water was used. Water Supply Charge
The main charge. Metered consumption in cubic metres multiplied by the applicable slab rate. Rates are set by each WASA independently and reviewed by the respective provincial government.
Sewerage and Sanitation
A separate charge for wastewater collection and treatment, applied on top of the water supply charge. Some WASAs bill it as a flat monthly amount; others calculate it as a percentage of the water charge.
Meter Rent
A small monthly charge for maintaining the water meter at the connection. Some WASAs bundle this into the minimum charge while others list it as a separate line item on the bill.
Arrears and GST
